Establishing An Emergency Board To Investigate Disputes Between The Long Island Rail Road Company And Certain Of Its Employees Represented By Certain Labor Organizations
Disputes exist between Long Island Rail Road Company and its employees represented by various labor organizations, including:
- Transportation Communications Union
- Brotherhood of Locomotive Engineers and Trainmen
- Brotherhood of Railroad Signalmen
- International Association of Machinists and Aerospace Workers
- International Brotherhood of Electrical Workers
The disputes have not been resolved under the Railway Labor Act (RLA).
Parties involved have requested the President to establish an emergency board under section 9A of the RLA.
The President must appoint an emergency board to investigate and report on these disputes.
An emergency board is established effective 12:01 a.m. EDT on September 18, 2025, comprising:
- A chairperson and two other members appointed by the President
- Members must not have financial ties to any railroad employee organization or carrier
- The board's functions are subject to funding availability
The board is required to report to the President within 30 days of its creation.
For 120 days after the board's creation, no changes related to the disputes are allowed without mutual agreement between the parties.
Records from the board will be maintained by the National Mediation Board after its termination.
The board will terminate upon submitting its report as mandated by the order.
The Department of Transportation will cover publication costs of this order.
