The President has issued an order to enhance national security, invoking constitutional authority and specific sections of U.S. law.
Certain agencies and subdivisions listed in section 2 are designated for primary functions related to intelligence, national security, and investigative work.
Chapter 71 of title 5, U.S. Code, will not be applied to these agencies in ways that conflict with national security obligations.
Amendments to Executive Order 12171 include:
- Addition of Bureau of Reclamation units responsible for hydropower operations.
- Revised list of Department of Commerce subdivisions, including:
  - International Trade Administration.
  - Patent and Trademark Office units.
  - Specific subdivisions of the National Oceanic and Atmospheric Administration.
- Inclusion of NASA and the United States Agency for Global Media as newly referenced entities.
Orders by the Secretaries of Defense and Veterans Affairs related to Executive Order 14251 will remain effective if issued within 15 days.
The validity of any provision will not affect the remaining parts of the order.
The order does not diminish existing legal authorities of executive departments or the Office of Management and Budget.
Implementation is subject to applicable laws and available funding.
The order does not create enforceable rights or benefits against the United States or its entities.
