Promoting The Export Of The American Ai Technology Stack

Purpose: Establishes a coordinated national effort to bolster the American AI industry and secure technological dominance.

AI as a Foundation: Recognizes AI as a critical technology for future economic growth, national security, and global competitiveness.

Policy Objectives:

• Preserve and enhance American leadership in AI.
• Reduce dependence on foreign adversaries for AI technologies.
• Promote global deployment of U.S.-origin AI technologies.

American AI Exports Program:

• The Secretary of Commerce will create this program within 90 days.
• A call for proposals will be made for industry-led consortia to develop full-stack AI export packages.

Proposal Requirements:

• Full-stack AI tech package (hardware, data, AI models, security measures, applications).
• Identify target countries for exports.
• Outline business models and federal support requests.
• Comply with U.S. export control regimes.

Proposal Submission:

• Proposals must be submitted within 90 days of the public announcement and will be evaluated on a rolling basis.

Priority AI Export Packages:

• Selected proposals will receive priority access to federal resources.

Economic Diplomacy Action Group (EDAG):

• Chaired by the Secretary of State, coordinates federal support for AI exports.
• Responsible for developing a unified strategy to promote American AI technologies globally.

Federal Support:

• Includes the use of direct loans, investment, political risk insurance, technical assistance, and more.

General Provisions:

• The order does not affect existing legal authorities or create enforceable rights.
• Implementation is subject to applicable laws and available appropriations.
