Section 1: Purpose and Policy

    • Overrunning the southern border with:
      • Cartels
      • Criminal gangs
      • Terrorists
      • Human traffickers
      • Smugglers
    • The influx of dangerous, unvetted individuals and illicit narcotics.
  • Victim Highlight:
    • Jocelyn Nungaray:
      • Murdered on June 17, 2024, in Houston, Texas.
      • Allegedly killed by two Venezuelan illegal aliens linked to the Tren de Aragua gang.
      • A 12-year-old girl, beloved for her kindness and passion for animals.
  • Memorialization:
    • The Anahuac National Wildlife Refuge will be renamed in her honor to preserve her memory.

Section 2: Renaming the Anahuac National Wildlife Refuge

  • Within 30 days, the Secretary of the Interior must:
    • Rename the "Anahuac National Wildlife Refuge" to "Jocelyn Nungaray National Wildlife Refuge."
    • Update procedures and provide guidance to ensure proper references to the new name in all federal documents and communications.

Section 3: General Provisions

  • Subsection (a):
    • The order does not affect existing legal authorities or the Office of Management and Budget's functions.
  • Subsection (b):
    • The implementation of the order is subject to applicable law and available appropriations.
  • Subsection (c):
    • The order does not grant any legal rights or benefits enforceable against the United States or its entities.
